The Higher Education Student Loan (“HESL”) Scheme offered by the Ministry of
Education of the Government of Singapore (“MOE”) is to help students finance their MOE-subsidised diploma,
undergraduate or postgraduate programmes in our publicly-funded institutions.
HESL comprises four components as highlighted below:
1 HESL scheme is a consolidation of the three loan schemes (Tuition Fee Loan,
Study Loan and Overseas Student Programme Loan) previously available to institution students.
2 Refer to Institute of Technical Education, Polytechnics, Autonomous
Universities and Arts Institutions/University of the Arts Singapore.
